Membership - Rights and Duties
Rights
- Passive and active voting right (1 vote per member carrier)
- Ability to make use of the documents in the IPLC business, which are elaborated in the Forum
- Access to the internal web page of the Forum
- Bringing in the interests and ideas of the Member Carrier's organization to the OSS forum
- Contribute to the further development of the Forum
Duties
- Participation in the plenary (twice yearly)
- co-operation/participation in the working groups
- answering the working group's questionnaires with valuable input
- Sponsorship of an OSS/ICDS Forum meeting
Observer Status
An Observer is a new carrier;
- that is not yet a member
- is interested to join the Forum
- would like to participate at a Forum plenary session in order to find out, if they would like to join the Forum as a member
- usually after one participation on one of the Forum's plenary sessions, the carrier has to decide himself, if he joins the Forum or not, i.e. observer status is only given for one plenary session

How Do I become a member?
- Carriers have to fulfill the requirements of OSS/ICDS Forum by;
- either owning his own cable infrastructure abroad
- having co-ownership on an international land or sea cable
- having IRUs (Indefeasible Rights of Use) on a cable
- owning capacity on a satellite
- and then by offering IPLCs on Half or Full Circuit basis
- Must have signed the MOU and the application form
- Must have gone through an approval process, where all existing members are asked if they have any objection if the new carrier joins the Forum
